Preparations begin for market transformation projects in Indonesia and Myanmar

Under its Global Environment Facility (GEF) Leapfrogging Markets to High Efficiency Products (Appliances, including Lighting, and Electrical Equipment) programmatic approach, United for Efficiency has started preparations with Indonesia and Myanmar on new market transformation projects.

UN Environment United for Efficiency has started preparations with Indonesia and Myanmar on new market transformation projects. With funding from the Global Environment Facility (GEF), the aim of these projects is to accelerate the use of energy-efficient appliances, such as lighting products and air conditioners. The programme contributes to the work of United for Efficiency, a global progamme that is supporting developing and emerging economies to transform national and regional markets to energy-efficient products as a key step to combat climate change. In Myanmar, the GEF Leapfrogging Myanmar’s Market to High Efficiency Lighting and Appliances project seeks to facilitate a market transformation toward high efficiency lighting and electrical appliances through an integrated policy approach. This aims to reduce growth in electrical demand and greenhouse gas emissions, while simultaneously increasing energy access. This project was generated and secured thanks to the Australian support to en.lighten.

 

Multiple activities are undertaken during the preparatory phase. These include: collecting market information; identifying and filling key gaps in information to strengthen the rational and design of the project; gathering key data for the identification and articulation of project outputs; identifying and confirming (including completing a preliminary capacity assessment of) the lead Executing Agency (i.e. Ministry of Industry) and implementation arrangements for the project; developing a participatory plan to involve key stakeholders; developing indicators for monitoring and evaluation of the outcome; and identifying and securing partnerships and other sources of financing and co-financing. The first National Stakeholder consultation was carried out in May 2017.

 

In Indonesia, UN Environment United for Efficiency is partnering with the United Nations Development Programme (UNDP) to develop the GEF funded Advancing Indonesia’s Lighting Market to High Efficiency Technologies (ADLIGHT) project. The project will promote the manufacturing and application of high efficiency lighting technologies in Indonesia through the transformation of the national market. The project preparation stage recently began with a National Stakeholder consultation in May 2017. United for Efficiency and UNDP are collaborating with national stakeholders including government and industry and other international organisations to ensure the best outcomes for Indonesia.
