Webinar on Australian/NewZealand Lighting Consultation Regulation Impact Statement

A webinar on the Australian/New Zealand Lighting Consultation Regulation Impact Statement (RIS), will be held at 14.30 Australian Eastern Daylight Savings Time, Friday 24 February 2017. This webinar will cover similar material to the recent stakeholder consultation meetings held in several Australian cities and Auckland, New Zealand.

Background 

The RIS considers policy proposals to improve the energy efficiency of residential and commercial lighting in Australia and New Zealand. This includes lighting products currently subject to energy efficiency regulations under the Greenhouse and Energy Minimum Standards Act 2012 (Australia) and New Zealand Energy Efficiency (Energy Using Products) Regulations 2002.

 

Further, it considers two products that are currently not subject to mandatory energy efficiency requirements:

 

  • Light emitting diode (LED) lamp technology
  • Non-integrated Commercial luminaires

 

While the current regulations have gone some way to achieving their objective by promoting and improving lighting energy efficiency, there is significant scope to revise or introduce requirements to improve energy efficiency and reduce associated greenhouse gas emissions.

 

Four proposals (in various combinations) have been considered:

 

  • Introduce Minimum Energy Performance Standards (MEPS) for LED lamps and integrated luminaires
  • Introduce MEPS for non-integrated commercial luminaires
  • Increase incandescent and halogen MEPS (Australia only) to remove the most inefficient lamps
  • Introduce mandatory labelling for lamp products primarily used in the residential sector

 

Interested parties are asked to provide feedback on the consultation RIS, including responses to the some or all of the questions posed in the report. Questions that stakeholders may wish to consider are included in the options section of the RIS and summarised in the consultation questions section.

The closing date for written submissions has been extended to 5pm AEDT Friday 3 March 2017.
